Bhutan’s session in UPR ends

Dec 4:  With the presentation of its long awaited Human Rights Report, the UPR Session for Bhutan has formally ended this evening.

The fact that might have surprised the RGOB delegates the Bhutanese refugees attended the government`s country report presentation for the first time in nearly two decades.

But had the RGOB delegation suspected the refugees would  resort to do any-thing undesirable during the presentation – that turned to be GUILTY MIND IS ALWAYS SUSPICIOUS as the refugees sitting at the last row maintained silence and polity with high attention to the RGOB presentation which contained that southern Bhutanese had entered Bhutan as economic migrants.

The chilly cold day with three degree Celsius and light rainfall  on 4th December had begun with the demonstration by all the sixteen Bhutanese refugees in front of Palais de Nations.

Four of the delegates, some of  whom had dressed in Bhutanese national dress Gho,  at around ten thirty left  to hold meeting with Karim Amer and Pierfrancesco Maria Natta who are  Senior Desk Officer and Senior Legal Officer  of Bureau for Asia and Pacific for  UNHCR respectively for lobbying. 

Durga Giri who this team was led by, had briefed the officers stating  ´simultaneously with resettlement repatriation options has to be activated´.

The issue of non registered Bhutanese living in India and Nepal was also raised.
Ram BK Chettri, another member of the same team had also raised the mixed marriage cases in response to which Amer had said that their cases will be considered at the last. Chhetri had also complained of the malpractices of the local UNHCR staff.

However, in regard to the complaint, Mr. Amer maintained to say that the people in the camps believe in rumor and they need to get shared of the information by those who have already got resettled.

Similarly, another group of three others with two women, left to meet Natacha Foucard the Human Rights Officer of the Office of the High Commissioner for Human Rights.

 ‘We found Foucard highly concerned on the issues of Bhutanese women and children’ said one of the delegates who had met her adding “we are suggested to prepare a comprehensive report on children and women before Bhutan tables its reports in 2010 and 2015 respectively’.

She is learnt to have said this if there comes only one report the international community can’t make critical evaluation. 

After the successful meetings, both the teams returned to join and continue the demonstration.

The last meeting the delegates attended was with the UPR management specialist. The team had raised the issue of the Human Rights issues in Bhutan, the situation of refugees in Nepal and the HR  reports RGOB was presenting today. The team was advised to widely start the lobbying and advocating with the international communities at large.

Then, the delegates cum demonstrators concluded the demonstration and entered the hall where  Kinzang Dorji the head of RGOB delegation made the  opening statement.

His nearly 21 minutes long statement was  followed by  both recommendations for improvement of Human Rights situation and greater political participation and critical questions for clarification on wide range of issues from refugee imbroglio to vague components of GNH.

The session of comments and recommendations by different member states shortly started. The Bhutanese delegation tried clarifying the issues raised by delegates of different countries. 

Different member states raised the issue of human rights situation in Bhutan, the state of children and women, refugee situations , media freedom, poverty and many other issues which Bhutanese delegates were vividly seen unable to address the issues.

The refugee issue raised by different European countries including its major donors the Netherlands, Denmark and Norway went unaddressed.

The US delegate strongly raised the issue of unsolved refugee crisis, failure of Bhutan in implementing different acts and protocols, citizenship act etc. Nepal delegate´s concern about resuming the bilateral talks was addressed as it may start when the conducive environment for the talks is resumed.

The Bhutanese delegates  were seen killing the time addressing some general issues rather than the issue of refugees which many countries had raised. Bhutanese delegates termed the refugee issue as a humanitarian issue and thanked the countries which took step to resettle them.

The three hour session got completed pouring a big pressure on the Bhutanese delegates. In its first presentation of HR report in the international forum, Bhutan could not only gather appreciation for getting peacefully transformed to a constitutional monarchy, it could too bear the criticisms on different issues. It tried to escape the situation presenting that a new democracy is likely to have an ample issues which need to be cautiously addressed.

It is clear that Bhutan will no longer be able to always sit by the shoulder of India, its big brother of all times, in the international arenas.

Presentation in UPR -I

The delegation leader Kinzang Dorji started presentation at the UPR committee praising kings for their service to people and country and GNH philosophy. 

He expressed country’s commitments to CEDAW. There are no discrimination to any ethnic groups. Nepalis are economic migrants came in late 20th century. They are granted citizenship on humanity ground. They are 20 percent of total population. 

Government supports Hindu temples in south. Dashain festival holiday.

Country faces for difficulty due to migrants helped though porous border.

DHI makes massive misuse of state treasury

Dec 04: The misuse of state treasury exemplified by the lavish style of board of directors of Druk Holding and Investments (DHI) and its companies while holding their meetings.

According to reports, they spend Nu. 3.5 million annually as fees for them to attend the meetings of the board, which are generally held four times a year, excluding the bills on refreshments and stationeries. 

Health Minister Zangley Dukpa, seeing the massive misuse of funds, said DHI’s salaries, perks and remunerations need to be reviewed.

The DHI board members are paid Nu 15,000 a sitting while its companies pay between Nu 7,000 and 10,000, except for State Trading Corporation of Bhutan (STCB) which pays Nu 5,000 a sitting.

The government agencies and corporations pay between Nu 3,000 and 5,000 per sitting. They have long ignored the direction from finance ministry to reduce the sitting fees of the board members to Nu 5,000 per meeting for major companies and Nu 3,000 for the smaller companies.

While ministers and parliamentarians have questioned the misuse of fund, DHI chairman Om Pradhan countered the government that DHI and its companies were governed by the royal charter and that it has all authority to decide what it does. 

The sitting fees for the DHI were fixed by interim government led by Kinzang Dorji when DHI was formed.

There are six DHI owned and six DHI linked companies.

Bhutan student arrested for carrying drugs

Dec 04: Indian police arrested three Bhutanese students in Kalimpong for possessing drugs and other illegal narcotics on November 29. The were released the following day.

The three boys were arrested along with some other youngsters from Kalimpong along the Siliguri-Kalimpong route. 

The students told the police that drugs they carry was not for self consumption but for selling to college mates. Following the incident, two of the students have been suspended from the college.

ICIMOD director visits Bhutan

Dec 04: Director General of International Centre for Integrated Mountain Development (ICIMOD) Dr. Andreas Schild is currently in Bhutan on the invitation of the Ministry of Agriculture. 

He visited the Ugyen Wangchuck Institute for Conservation and Environment (UWICE) on Thursday. 

During his stay in Bhutan, Dr. Andreas is scheduled to discussed variety of issued with Bhutan government officials including proposed 2011 Bhutan Climate Change Summit. The summit will be hosted by UWICE in partnership with ICIMOD.

He discussed in length on the proposed summit with the campus administration to access the updates on preparatory and planning phases.

Director of UWICE Nawang Norbu briefed Dr Andreas on Bhutan’s conservation and environment perspectives. Dr Andreas agreed to take in the librarian of the campus on the internship program in ICIMOD.

DNC submits situation report

Dec 4: Druk National Congress (DNC) submitted a report Prevailing Situation in Bhutan to United Nations – Office of the High Commissioner of Human Rights.

“Bhutan is presenting its human rights on the 6th session of the Human Rights Council Working Group on the Universal Periodic Review,” Karma Duptho told, “Unlike what Bhutan presents, ours is a reality.”

The DNC reported mentioned that without a direct counteraction from the opposition or Bhutanese dissidents, it will be convenient for the Bhutanese delegation to smother the actual facts.

We want to present concerns in the areas where the Bhutan Government deliberately conceals facts pertaining to human rights and participatory multi-party democracy.

“The purpose of this brief report is to bring to the fore the actual human rights situation in Bhutan,” Karma told Bhutan News Service.

Geneva mission continues lobby

Dec 3 .The Bhutanese Refugee group in Geneva continues its mission for the third day.

The group was welcomed to a press meet by the English desk editor at the Communication Office of Lutheran World Federation (LWF) today. The group was interviewed on the contemporary issues like ongoing resettlement procedures, life after resettlement, Human Rights situation in Bhutan and the message to  the ongoing Universal Periodic Review (UPR).

The team also attended  the Review session in the ongoing UPR meeting and made extensive lobby to the participating delegates. Human Rights Reports prepared by different Bhutanese groups, organizations and political parties were made widely available to the delegates from different countries in the UPR meeting.

A few members of the group is scheduled to attain some important appointments on Friday and others shall continue demonstration before the UN building till 14.00 hours. The team shall be present in the UPR meeting while the presentation by Royal Government of Bhutan takes place from 14.30 till 17.30 hours.

The team comprises of sixteen members of Bhutanese living in different countries of Europe.
