Parliament session ends

Dec 11: The fourth session of the First Parliament concluded on Friday, having passed few bills and debating on many. 

The closing ceremony was attended by King and representatives of the international community, defense and government officials. 

As usual, the parliamentarians expressed their gratitude to King ‘for the noble initiatives taken towards the relief effort for disaster hit people’. 

Prime Minister Jigmi Thinley expressed appreciation to the people, donor countries and others for accelerating the relief efforts for the victims of the earthquake and other disasters.

In his concluding address, on behalf of the Parliament, the Speaker JIgme Tshulthrim thanked king for granting land kidu.

During the fourth session of the parliament, the National Assembly adopted Standards Bill of Bhutan, 2009, Royal Monetary Authority (Amendment) Bill of Bhutan, 2009, Tobacco Control Bill of Bhutan, 2009, Civil Service Bill of Bhutan, 2009, Marriage (Amendment) Bill and Entitlement and Service Condition Bill for the Holders of Constitutional Offices of Bhutan, 2009. They are sent to upper house for deliberation.

India can do nothing for repatriation

Dec 11: Indian Ambassador to Nepal Rakesh Sood said his country can do nothing for repatriation of the exiled Bhutan to their homeland. 

Contrast to Indian foreign minister’s statement two years ago that Bhutanese refugees is an international issue, Sood told journalists in Jhapa on Wednesday that it is a bilateral issue between Nepal and Bhutan. 

He added, the two countries – Nepal and Bhutan – should resolve mutually and that India will not intervene in the matter.
 

Ambassador Sood said that the exiled Bhutanese problem is very much on the way of being resolved thanks to the third country resettlement option. “One-fourth of the total exiled Bhutanese have already been resettled in various countries including America. This is a positive development towards its durable solution,” he added.

“Did the Bhutanese refugees fly over to Nepal from Bhutan without flying over the Indian Sky”? Or did they-the Bhutanese nationals-made a record high jump?

WB, IFC to have their offices in Thimphu

Dec 11: The largest American bank, World Bank (WB), has nominated Mark F LaPrairie as its first representative to Bhutan, who presented his Foreign Minister Ugyen Tshering recently.

The bank plans to open its branch in Thimphu by 2010. Bhutan became the member of the bank in 1981. Along with WB, its partner International Finance Corporation will also have its office in Thimphu under the leadership of by David Martz.

Since then, Bhutan has received some USD123 million support, including grants. This year, the bank announced to provide over USD113 million in the next three years. From the three arms in Bhutan, the Bank said it has committed US$ 73m (about Nu 3.4b) through the Country Assistance Strategy (CAS) and US$ 40m (about Nu 1.9b) through the International Development Asociation (IDA). 

The World Bank’s assistance to Bhutan are in forestry, education, health, transport, infrastructure, agriculture, macro-economic planning and fiduciary functioning.

Mark LaPrairie first came to Bhutan in 1988 under a Canadian volunteer teacher program. He taught in primary and junior high schools for three years in Trashigang and Pemagatshel districts and since 1997 he is working as education officer for UNICEF Thimphu.

Chinese incursions into Bhutanese territory increase

Dec 11: The parliamentarians in Thimphu might not be aware, until they are pressurized by an open letter to raise the issue of border dispute with China during the House session that ends today in Thimphu.

The fact is that, despite Bhutan ceded some parts of the upper border to China some years ago the northern neighbor had intruded deep into Bhutanese territory 17 times in 2008 alone. 

According to a report presented at the parliament after MPs sought clarification from the government, the Chinese soldiers came up to the Royal Bhutan Army (RBA) outpost at Lharigang in the Charithang valley on each occasion. 

There was similar intrusion by Chinese soldiers in 2004 which was then resolved through a meeting in New York between the foreign minister of Bhutan and the Chinese foreign minister.

The Chinese have started constructing roads within Bhutanese territory since August this year. For centuries, Bhutan has not been able to resolve border disputes with India and China. 

India has stationed over 100,000 military personnel in Bhutan, half near Sino-Bhutan border to stop Chinese incursions.

Bhutan bags 7 goals from Pakistan

Dec 09: Finally, bagging 0-7 goals from Pakistan in Group-B clash of 2009 SAFF Cup at Bangabandhu National Stadium in Dhaka on Tuesday, Bhutan is now out of the ground. 

The semi finalist of the last year’s game, Bhutan lost all games this year with wide margins. 

Tuesday’s game was second ever tie between two nations. Bhutan had also lost the first one by 1-2 at Dasharath stadium, Kathmandu during South Asian Games 1999. Bhutan’s lost to Pakistan on Tuesday was second biggest win in entire history of SAFF Cup after Maldivians 9-1 win over Afghanistan at Karachi in 2005.

At the initial stage, Bhutan played well. Muhammad Essa’s powerful stroke from corner in the second minute was parried away by keeper Tenzi. Second chance of the Pakistani team in fifth minute through free-kick also had saved Bhutan. Pakistan opened the scoring in the 21st minute by Essa. Two minutes later Reis Ashraf scored second goal for Pakistan, due to blunder that occurred through Bhutan’s skipper Pema.  Arif Mehmood secured third shot for his country in the 26th minute.

Bhutan, down 0-5 at half-time, started the second session with new keeper Tshering Dhendup, but luck did not favor them. Dhendup was beaten in the 53rd minute as the keeper violated rule by collecting the back pass with his hands, providing opportunity for the sixth score.

All people in camps not Bhutanese: Bhutan claims

Dec 09: Bhutanese delegation chief in Geneva for Human Rights Council country review session, Kinzang Dorji said that it is factually incorrect to say all people in the camps in Nepal are Bhutanese refugees. 

In his address during the adoption of state report on Tuesday evening, said, “Some statements referred to the people in the refugee camp in Nepal as Bhutanese refugees. Consequently the term reappears in some of the recommendations. I wish to retro rate the position of royal government that there are many different categories of the people in the camps including non Bhutanese.”

Kinzang, who answered only two issues among many raised by the country delegates during the review on December 4, said, “Concerns over sexual abuse of girls in villages have been raised by one delegation. Allow me to underscore that the excesses and reprehensible exploit of individual do not constitute the cultural tradition and nor can hey be used to condemn the credibility of the entire administrative service.” 

He also said, “As I have said in my opening statement that we have approached the UPR with an open and positive mind therefore your questions, comments and recommendations will contribute immensely to our continued efforts for the further protection and promotion of Human rights.”

Kinzang, who opened the adoption session 12 minutes late, assured that all recommendations will receive the careful consideration of the government and informed that Bhutan will report to the human rights council before the 13th session. 

He said that the delegation will take back the report and make it available widely.

Bhutanese team attends yet another meeting

Dec 05: Completing its several missions and scheduled demonstrations, the Bhutanese team in Geneva attend the final meeting with Dinesh Bhattarai, the Permanent Representative of Nepal to the United Nations today evening.

With the departure of German teams, the group in Geneva consisted of eight members from Norway and the Netherlands. In a meeting organized at Bhattarai’s office, the Bhutanese group thanked for his strong concern on refugee issues and the state of minorities in Bhutan on the Universal Periodic Review(UPR) for Bhutan on Friday. The team too requested him to continue Nepalese spirit, goodwill and concern in resolving the long standing refugee crisis in Nepal.

Bhattarai, who is also the Permanent Representative of Nepal to WTO and other International Organizations, assured of raising the issue with prime importance.

Before the completion of 45 minutes meeting, the Bhutanese team raised the issue of travel difficulties and procedures

to be followed if the refugees resettled in different parts of the world wished to travel to Nepal.Bhattarai assured the team of raising the issue with the Nepalese Prime Minister Madav Kumar Nepal in his forth coming visit in Copenhagen, Denmark.

“If anybody is in real need of traveling to Nepal soon, visa procedure can be processed if applied”, Bhattarai said.

Nepal government normally does not accept the free entry of the people with only travel documents. “The same had been the case before the resettlement of Bhutanese people took place but we need to address the difficulty”, Bhattarai added.

Pema Wangchuck, the secretary of International boundaries, revealed that the Chinese soldiers had intruded and reached unto Royal Bhutan Army outpost 17 times this year, according to Kuensel.
Although China had proposed the boarder talk for December, RBoB proposed for January. RGoB seems unable to raise the boarder issue with its neighbours, both china and India appropriately based on the international norms.
The recent report prepared and presented by resettled Bhutanese at the Universal Periodic Review of Human Rights in Geneva reveals that RGoB has ceded about 7000 sq.km of Bhutanese land  to its neighbours in exchange for keeping the government above and undisturbed by the people.
It is equally important to mention here that the Bhutan-China boarder issue was not given due priority in the previous sessions of the parliament.

Bhutan losses second match to Sri Lanka in SAFF

Dec 07: Bhutan lost the second consecutive match to Sri Lanka by 6-0 in the 2009 SAFF Cup played at Bangabandhu National Stadium, Dhaka in a Group B on Sunday afternoon.Striker Kasun Jayasuriya of Sri Lanka scored a hat-trick, Ediri Channa bagged a brace and midfielder Chathura Gunaratne also got on the scoresheet.Sri Lanka opened the scoring on eighth minute when Channa kicked the ball though pass from Sanjeev into Bhutanese goalpost which Bhutan keeper Leki failed to catch.Though Lankans dominated the entire play, Bhutan did have a great chance to level the scorers when Nawang Dhendup got a clear sight of goal but the striker missed the chance.A few minutes later, midfielder Passang Tshering had a one on one situation with the Lanka custodian Lankasera but he delayed in taking the shot which allowed the Sri Lankan player to clear away the danger.Second score for Sri Lanka against Bhutan recorded at 25th minute when Channa scored the goal again after converting a pass from Issadeen. In subsequent minutes, Bhutan could have pulled one back through Gyeltshen but he failed to hit the target after being well setup by Sonam Tenzing.
