Students from Bhutan experience life in England

Students from Bhutan are continuing to be awarded scholarships to study their secondary education in the UK thanks to the Pestalozzi International Village Trust.

Pestalozzi is a UK-based charity that has been providing life-changing opportunities to young people from disadvantaged communities around the world for more than 50 years. Among the students currently taking up residence in the trust’s multi-cultural community in East Sussex is Kinley Rabgay from Phuntsholing and Sonam Wangdi from Samchi, both 17.

“Pestalozzi is for people who do well in their studies but also lack family support,” Wangdi said as he explained the selection process. “In my own case my parents are divorced and I didn’t stay with my father. I was with my mother and she had some issues herself. So I came from a difficult situation.

“I came to know about Pestalozzi after they went to the education ministry in Bhutan and the education ministry then asked all of the schools to select candidates who fitted the description and personality Pestalozzi was looking for; students with good records but at the same time having problems in the family. So from my school I was the one. There was a selection process and from a few students in my area, I was selected. Then at a national level out of 22 from Bhutan, two of us were selected, me and another student here.”

Students chosen to join Pestalozzi spend two years in the UK where they complete their secondary education. Rabgay, who has been in England for six months, said life in the UK was “one hundred percent” different from home but noticed a particular difference in the education system.

“The way the education system is set up here is very different,” he said. “In Bhutan we needed to stay there in the school for the whole day doing studies but here we get breaks in between and we do a maximum of four subjects per day, in Bhutan we had to stay for a maximum of eight subjects per day. Eight subjects in a day felt like too much,” he said.

Life at Pestalozzi isn’t all about education however, and students are encouraged to undertake a range of extra-curricular activities such as volunteering, learning new languages and participating in sports.

The diverse community also brings people together from nine different countries, including Belize, India, Nepal, the Tibetan communities in exile, Uganda, and Zimbabwe. Wangdi noted that this was the highlight of the scholarship: “I have come to know about Mugabe, I’ve come to know about Tibetan issues, I’ve come to know about what they do in Indonesia and I know where Belize is and how they are as a country. These are the things I like; even in the UK, I like a lot of things about the UK.”

Neither Wangdi nor Rabgay are certain what they plan to do once they have completed their secondary education but both agree that the opportunity has given them experiences that life in Bhutan could never have offered. The trust hopes that the scholarships will ultimately encourage all of their students to eventually return home and utilise their experiences to make a positive difference in their communities.

Pestalozzi is due to open a new building later this year, at the cost of £1 million. It will provide an improved learning environment for the students and include up to three flexible spaces to be used as tutorial rooms, conference spaces and meeting venues. The trust says the goal of the new centre is to bring the learning environment into the 21st century and replace their current facilities, which were constructed in the 1960s by students and volunteers. It is being financed through funds raised by the trust’s sale of land and generous donations from supporters.

Minimizing knowledge gap on mental health

26,644

It was a cloudy day, the night before was rainy in Pittsburgh that gave cooler aroma to the air in the hills. The concerned stakeholders and community volunteers zoomed in a little church space usually occupied by elderly Bhutanese folks for socialization.

There were two psychiatric doctors from two ends of the world meeting for the first time but have already heard ample of each other’s profession. They made professional friendship that will be renewed in the years to come.

Bhutan Media Society took initiative to arrange this knowledge exchange and information gathering in active partnership with Bhutanese community of New Hampshire (BCNH) and Bhutanese community association of Pittsburgh (BCAP). It was not intended to stop suicide outright or write a proscription for addressing mental health among resettled Bhutanese in the US. It was intended to better understand the mental health situation, exchange some best practices in place, allow experts and providers to rethink mental health in different dimensions and close any existing knowledge gap in the practice of treating mental illness.  To that effect, this conference opened a small window to have similar knowledge exchange and brainstorming session in more affected populations.

Some participants brought the idea of developing a model and practice it on case by case basis, while some came up with idea of having a broader network of mental health first aid trainers or community health workers to address the issue.

It is well understood by the deliberations in the conference that changes in the mindset of people with change in lifestyle and social and economic barriers to the elderly have to be understood. A kind of educational approach to help young people understand their older generation might help in making family relationships more binding and affectionate. One participant even presented the Reiki method of healing and claimed to be successful practice in his community. In Pittsburgh, Yoga and storytelling by the elders have brought out the challenges they have been facing.

The psychiatrists suggested ways to understand and make changes in ways people think about the social service benefits. They said people tend to somaticize the mental illness, and it is very true in community of our culture that have no appropriate terms to express various state of mental health.

It is well understood that there lies a knowledge gap in handling the mental illness among resettled Bhutanese, though such knowledge and access to information and knowledge exists.

Bhutanese in The Netherlands met Dutch Parliamentarian

A delegation from Bhutanese Community in The Netherlands (BCN) met and presented memorandum to Mrs. Sharon Gesthuizen, a senior leader of Dutch Socialist Party and the Member of Dutch Parliament (Tweede Kamer) on April 4, 2016.

BCN expressed deep appreciation and gratefulness to The Netherlands Government for rendering humanitarian assistance to Bhutanese refugees in eastern Nepal and welcoming  the refugees from Bhutan to resettle.

During the meeting BCN delegates discussed at length the various problems faced by the resettled Bhutanese in The Netherlands.

Family Split and reunion: Due to abrupt discontinuation of resettlement process in The Netherlands from Bhutanese refugee camps in Nepal many family members were separated. This has created tremendous stress and instability among those separated family members. The delegates requested Sharon to take up this issue with the Dutch Parliament and make provision to continue the resettlement process of those Bhutanese refugees, whose family members were already resettled in The Netherlands. Mrs. Sharon agreed to take up this issue with the concerned ministry in the last week of April as the parliament session begins.

Citizenship issue of those Bhutanese who failed to procure integration certificates: The delegates appraised the parliamentarian about the difficulties in applying for Dutch citizenship for those seniors with no formal education. “ The elderly people in the community who never attended schools in their life time and have some medical conditions anticipate some sort of provisions to apply and get naturalization on humanitarian ground ”,  said  Ram Bahadur Chhetri ,head of the delegation. He further stated that the Bhutanese refugees have already stayed stateless for more than 20 years in the Bhutanese Refugee camp in Nepal and their only wish before they die is to become the citizen of the country of the resettlement, and in this case The Netherlands. To this issue Mrs. Sharon said, “It will be better for the younger Bhutanese to go to school and learn whatever they can and fulfill the obligation, for the elderly people above 60 years, together with the family reunion question I will raise this issue at the parliament with the concerned ministry and let you know the development thereof.”

Request Bhutan to issue Visa to Bhutanese Dutch like they do to other Dutch: The delegates requested the Dutch government to use its diplomatic channel to persuade Bhutan government to issue tourist visa to Dutch citizens of Bhutanese origin. “We have elderly parents, family members and friends in Bhutan and we as Dutch citizen should be allowed to visit them as tourist”, said Chhetri. Responding to the Chhetri’s statement Mrs. Sharon said that should be done jointly with other EU countries like Denmark, Norway and UK where former refugees from Bhutan have been resettled and she would take up the issue with Dutch members of European Parliament through whom such proposal should be taken up at the European Parliament. In the meantime she assured of finding other option as well.

Release of political Prisoners from Bhutanese Prisons: The BCN delegates requested the Dutch government to use its goodwill with Bhutan for the release of all those political prisoners confined in Bhutan’s prisons for many years. The mother of one such prisoner who is resettled in The Netherlands should be allowed to visit her son in Bhutan jail. She used to visit him periodically while she was in the camp. “This is the most difficult issue among all”, said Mrs. Sharon. She is expected to talk with concerned foreign affairs ministry in this regard.

Mrs. Sharon Gesthuizen focus on matter of economic affairs, asylum and immigration policy and judiciary in her party.

Ram Bahadur Chhetri, Chhatra Rai, Lalit Basnet, Bhanu Gurung and Devi Charan Basnet were the delegates representing Bhutanese community in the Netherlands.

Prime Minister Tobgay promotes well-being and environment

Prime Minister Tshering Tobgay took to the stage for TED talks this month to share Bhutan’s mission to put happiness before economic growth and to set a world standard for environmental preservation.

The audience at the talk hosted by TED – a non-profit organisation that aims to spread global ideas – were given an insight into Mr Tobgay’s optimistic mandate to move Bhutan into the 21st century. He aims to do this through the theory of ‘Gross National Happiness’ (GNH).

Originally conceived in the 1970s by His Majesty the 4th King of Bhutan, GNH means the prioritization of human well-being over financial growth.

The country is one of the smallest economies in the world with a GDP of under $2 billion and all state decisions are driven by GNH. This has allowed it to offer benefits that some of the world’s richest economies cannot, including free education and free healthcare.

“We manage this because we use our limited resources very carefully and because we stay faithful to the core mission of GNH, which is development with values,” said Mr Tobgay.

Bhutan’s commitment to well-being also extends to environmental policies which, Mr Tobgay claims, have made the country not just carbon neutral but carbon negative. This means that it has achieved negative carbon emissions by removing more carbon than the country releases.

“Our entire country generates 2.2 million tons of carbon dioxide, but our forests, they sequester more than three times that amount, so we are a net carbon sink for more than four million tons of carbon dioxide each year.”

“But that’s not all. We export most of the renewable electricity we generate from our fast-flowing rivers. So today, the clean energy that we export offsets about six million tons of carbon dioxide in our neighborhood. By 2020, we’ll be exporting enough electricity to offset 17 million tons of carbon dioxide. And if we were to harness even half our hydropower potential, and that’s exactly what we are working at, the clean, green energy that we export would offset something like 50 million tons of carbon dioxide a year. That is more CO2 than what the entire city of New York generates in one year.”

With these landmark achievements, Bhutan is taking on the ambitious goal of setting the example for the rest of the world. It’s commitment to the environment is even enshrined in its 2008 constitution, which demands that at least 60 percent of the country must be under forest cover. Currently it is at 72 percent, with almost 5 million acres of protected land that is rich in forests, rivers and wildlife. Other initiatives include providing free electricity to rural farmers so they will no longer use firewood to cook food, investments in sustainable transport and subsidizing the purchase of electric vehicles, planting trees throughout the country and the entire government is going paperless.

While these milestones are extremely positive steps for the country, problems have emerged from this form of conservation, particularly with livelihood of those living in the vicinity of protected areas. The strict conservation of wildlife has led to a growing population of animals such as the snow leopard and wild boars. These animals often prey on domestic yaks that are a vital source of livelihood and wealth for herding communities. Vast areas of forest cover have also impacted industries such as farming which has seen plots of land shrinking, resulting in declining incomes for farmers.

Other challenges faced by the small country include, low economic diversification which is causing high youth unemployment, a growing the illegal wildlife trade and climate change which has so far led to melting glaciers, flash floods and landslides resulting in disaster and widespread destruction in the country. These issues have created a big increase in rural-urban migration.

In response, His Majesty the King, working alongside the government and the World Wildlife Fund (WWF), have launched Bhutan For Life. It is an initiative aiming to address the critical funding needed to tackle these emerging threats.

Mr Tobgay explained the idea to the TED audience: “Bhutan For Life gives us the time we need. It gives us breathing room. It is essentially a funding mechanism to look after our parks, to protect our parks, until our government can take over on our own fully.”

He added: “It’s something like a Kickstarter project, only with a 15-year time horizon and millions of tons of carbon dioxide at stake. Once the deal is closed, we use the transition fund to protect our parks, giving our government time to increase our own funding gradually until the end of the 15-year period. After that, our government guarantees full funding forever.”

Mr Tobgay concluded by proposing that one day, the initiative is extended to the world with Earth For Life, a global fund, to kickstart Bhutan For Life throughout the world. “After all, we’re here to dream together, to work together, to fight climate change together, to protect our planet together. Because the reality is we are in it together. Some of us might dress differently, but we are in it together,” he said.

Ganga Lamitarey
