Police recover AK 47 cartridges from exploded check-post

An investigation team of the Royal Bhutan Police has found four empty cartridges of AK 47 riffle, with effective range of 400 meter, at Kharbandi check-post. The check post was reportedly explored by the United Revolutionary Front of Bhutan (URFB) on Friday evening.

The police team that cordoned the check-post for investigation into an Improvised Explosive Device (IED) explosion on Sunday concluded that an “unidentified group” exploded the device after opening fire at security constables.

The bullet-injured police personnel is being treated in the Jigme Dorji Wangchuck National Referral Hospital in the capital city Thimphu, according to reports.

According to initial findings, the explosion “blew-off a part of the office’s walls and pillars made of bamboo sheets”.

Nebraska community elects new executives

The Bhutanese Community in Nebraska (BCN) elected its executives on Saturday.

A gathering of resettled Bhutanese at Omaha Public School in Omaha of Nebraska elected Durga Biswa as BCN President.

Other executives included Chandra Kala Rai (Vice-President, Gopal Thapa (Secretary) and Shanti Gurung (Treasurer). Similarly, Yogen Bhujel, Amir Gurung, Sancha Gurung, Sova Biswa, Karna Gurung and Krishna Subba were also elected to 11-member executive board.

Ann Mary, Director of Southern Sudan Community Association led the election team that involved three Bhutanese and one Christine Ross, refugee medical specialist.

Meanwhile, a five-member advisory board under the chairmanship of Kumar Gurung was also formed.

The newly elected President vowed to address the community issues and assured to continue the Literary and Employment Training Center, established two years back.

URFB claims responsibility of Phuentsholing bomb blast

An underground armed outfit, the United Revolutionary Front of Bhutan (URFB), has claimed the responsibility of explosion at Kharbandi check post of Phuentsholing. The check post is 3 km away from the gateway of Bhutan.

Issuing a press circular Saturday evening, URFB commander-in-chief Karma claimed that their cadres attacked the Royal Bhutan Police post at Kharbandi on February 17 at 8:30 p.m.

However, unlike what was reported by government-owned media, it has not mentioned that several police personnel were injured the blast.

“An explosive was detonated inside the police post followed by some rounds of firing by the cadres that caused injured several personnel,” said Karma.

The Bhutan Broadcasting Service (BBS) has reported that at least one police was injured during the blast. He is being treated.

Meanwhile, the Kuensel reported that the check post war cordoned for investigation immediately after the blast.

Students begin Refugee Herald monthly

A group of young students from various camp schools have started a monthly newspaper – The Refugee Herald (TRF) since January 14.

Published on mid of every month, the newspaper aims to “inform uneducated parents through their students,” according to its Editor Khem Prasad Dahal, who is pursuing his higher secondary education.

“We printed 500 copies in our first edition. We have double the number this month following encouraging supports from schoolteachers and students,” said he.

We have never thought that our senior media persons, Manager of Bhutan Media Society Vidhyapati Mishra and Chief Executive of Media Network Bhutan Mona Rath Pokhrel, would accept our proposal to be in the editorial team, he added.

Mishra and Pokhrel are Chief Editor and Managing Editor for the paper respectively.

The paper aims to disseminate student-friendly contents keeping proper balance on issues related to Bhutan, camps and resettlement.

A British charity HWH has supported the publication for two months, according to Editor Dahal.

“We’ll sell our paper to students and teachers to meet our publication costs.”

Advocates laud President Obama 
for stable budget for refugees

The U.S. Committee for Refugees and Immigrants (USCRI) President & Chief Executive Officer, Lavinia Limon, today praised President Barack Obama for proposing a fiscal year 2013 budget for refugees that demonstrates continued support for current funding levels and avoids steep reductions. The US has already accepted over 50,000 exiled Bhutanese for resettlement in various States.

The President’s spending proposal, released Monday, also includes needed increases to meet higher costs of refugee-related medical services and assistance for unaccompanied migrant children, mentioned a press statement issued by the Committee today.

“Refugees struggling to attain self-sufficiency in our country can be grateful to President Obama for his budget proposal that imposes no cuts,” said Lavinia Limon.

“Vulnerable, unaccompanied migrant children who turn up on our shores and borders will have more protection and help, as will refugee families driven by war and persecution and who strive to build new lives here.  We hope that the Congress will approve these important budget measures, and I applaud President Obama for his leadership for refugees throughout the United States.”

The statement further said that the President’s FY 2013 budget plan would maintain current funding for most refugee programs administered through the departments of Health and Human Services, and State.

It contains a $37 million increase for the Office of Refugee Resettlement under HHS to cover increases in medical costs of newly-arrived refugees, and for care for unaccompanied alien children.

The President’s budget blueprint also provides funding necessary for the extension of SSI benefits for eligible refugees for two years.



“In the current economic and political climate, it is not easy to stand up for the most vulnerable among us, but that is exactly what President Obama has done today,” added Limon.

The USCRI has been protecting refugees, serving immigrants and upholding freedom since 1911.

BCSE results announced

The Bhutan Certificate of Secondary Education (BCSE)  Tuesday announced results of class ten board examinations held last November. A total of 10,190 students from 81 schools throughout the country had appeared the BCSE examinations.

With an aggregate of 91.20 percent, Kinley Penjor Tshomo of Yangchenphug Higher Secondary School has topped the position.

Meanwhile, Tshering Tashi (90.60 %) and Jitendra Chhetri (90.40 %) of Gomtu Middle Secondary School came with second and third position respectively.

Although the pass percentage has increased this year, the quality of performance dropped comparing to last year, the board said.

Meanwhile, out of  9,888 students who passed the  examinations, only 4061 seats are available in government schools for the students to continue in class XI.

The cut off percentage to get admission in grade eleven is fixed at 60.40%.  The rest of the ‘disqualified for government schools’ will either opt for private schools or fend for themselves entering the job market.

Yet, Bhutan’s job market for the class ten graduates is grim.  Training opportunities  are announced by health and labor ministry, but class X students have to compete with the class XII pass-outs who are already looking for the training and employment.

After the announcement of class XII results last month, some 5000 students are in the process of seeking job in the market which is not able to absorb the existing 10,500 candidates.

Some 18,600  candidates with pass certificate of class X, XII and Bachelor’s degree are awaiting to get job currently in the country. 

Strong-arm robberies spike in midtown and uptown Harrisburg

Ganesh Kharel remembers glancing up at his attackers as he lay bleeding on the sidewalk in uptown Harrisburg. The punches and kicks rained down on him. He screamed for help.

That was the experience of a 56-year-old refugee who left Bhutan six months ago to come to the United States in search of a more promising future for his family and himself.

Now he no longer wants to live in Harrisburg.

It’s been a rough start to the year in Pennsylvania’s capital city. Strong-arm robberies — robberies without a weapon — went up significantly in January after a year when homicide totals were at the lowest levels in a decade, according to Harrisburg police.

There were 16 such muggings in the city in January, compared with nine in December — a 43 percent increase. Robberies with a weapon decreased slightly last month.

Victims suffered broken jaws, cuts and bruises. No arrests have been made in the recent midtown and uptown robberies, but three detectives and a supervisor are investigating the cases. There’s no evidence any of the cases are connected, Harrisburg police Lt. Robert Fegan said.

The robberies appear to be the work of young men, likely teenagers who are looking for easy targets. Those targets include immigrants, the elderly and people walking alone.

“A group of guys isn’t going to approach someone who is 6-foot-4, 250 pounds,” Fegan said. “They pick out the weak ones.”

In response, police have beefed up patrols in the affected areas, Fegan said. Some officers will walk the streets, and there’s also a dedicated street crimes unit that will be focusing on the robberies.

At least one business has been affected by the crime wave.

Randy Straub, co-owner of the Soup Spot at North Third and Herr streets, said revenue drops when muggings increase. To offset the shortfall, he’s had to lay off employees and cut his staff’s hours.

Much of his customer base is walk-in traffic, he said. The restaurant expanded last year, moving from its original take-out-only location a few doors down.

In addition to the financial effect, an employee and a former employee were mugged after leaving the eatery in two separate incidents in the last six months.

The impact of his business has motivated Straub to create a midtown crime watch group. So far, Straub said he has about 40 people interested in joining.

“I want it to be safer for people to come and eat and safer for my employees to go home,” said Straub, a West Shore resident. “It makes me wonder if I chose the right location.”

The muggings have not affected Cribari’s, a new Italian restaurant on Reily Street where Jeff Utzman is the executive chef.

But there are several things that contribute to its good fortune. The restaurant is in a well-lighted area, Harrisburg Area Community College is nearby and Midtown Cinema is across the street. With the traffic and lighting, it doesn’t appear to be an attractive area for thugs, he said.

Common sense goes a long way in preventing being a crime victim, Utzman said.

“Don’t walk down [a dark] alley,” he said. “Always keep your keys in your hands. Don’t leave yourself out there like a lame duck.”

Warm clothes drive for resettled ones in IL

The Unity Bank’s Edison branch and the Rotary Club of Edison have been coordinating a warm clothing drive for 40 resettled Bhutanese households that have recently relocated to the local community.

Clothes can be dropped off at Unity Bank, 1746 Oak Tree Road, Edison, through Feb. 15, mentioned Njtoday.net.

According to the report, the clothing drive started on Jan. 15 and some donors have elected to provide monetary donations in lieu of clothes. Checks made payable to the Rotary Club of Edison would also be collected by the bank for the drive.

“We strive to support the communities we serve in many different ways,” the report quoted Unity Bank President James A. Hughes as saying.

“We are pleased to be able to partner with the Rotary Club of Edison on this initiative to help some of the newest residents of our community. We hope local residents will lend a hand in making this difficult transition just a bit easier.”

Bhutan receives highest British visitors

Latest yearly tourism figures for Bhutan show a significant increase in the number of UK visitors to the country in 2011 compared to those of 2010.

According to a report, 37,481 international visitors entered Bhutan in 2011 representing a 38% increase from the 27,196 in 2010. Of those 2,795 were British compared to1,772 from the previous year – an increase of 1,023.

COMO Hotels and Resorts, which owns Uma Paro, the first luxury hotel to open in the country in 2004, also saw an increase in UK and international visitors with many staying at the property for a longer length of time than before.  Of the back of this increased demand, COMO will be opening a sister lodge, Uma Punakha in September 2012, to enable guests to enjoy greater cultural and physical adventure within the country, reported online portal of Incentive Travel.

The hotel is situated on a hillside in the lush Punakha Valley, a five-hour drive from Paro.  The intimate, 11-room lodge will offer the option of a two-centre stay with COMO and provide even more reasons to explore the beautiful centre and east of the country, added it.

It further said, much of the growth in tourism to Bhutan can be attributed to the attractiveness of the country for adventure and culture including trekking, mountain biking, archery, yoga and even spa.

One tour operator which has been sending more UK travellers to Bhutan is Ampersand Travel, it added.

Its founder James Jayasundera said: “The combination of better quality hotels and more exciting possibilities for adventure has led to this increase in numbers.  Bhutan is becoming more accessible yet retains its air of mystery and strong cultural heritage which has always been very attractive to Ampersand customers”.
