Bhutan, Nepal most peaceful nations in SA

Bhutan and Nepal have taken the first and second spots as the most peaceful countries in South Asia, according to the latest Global Peace Index (GPI).

The study, conducted by the Australia and US-based Institute for Economics and Peace (IEP), has ranked Nepal in the 80th place after Bhutan among the 158 nations it took into account.

While India figures much behind, in the 142nd position, Sri Lanka, Bangladesh and Pakistan have been ranked 103rd, 91st and 149th among the countries respectively.

The GPI, released late on Tuesday, shows Bhutan tops in South Asia with the 19th position, while China has slid in the peace index, standing 89th, against the 80th position last year.

According to the report, deaths related to internal conflict, displaced people, weapons export, heavy weapons, armed service personnel, death from external conflict, weapon imports and jailed population have declined in Nepal.

It also claimed that the world was more peaceful in 2011 as powerful nations had austerity-driven defense cuts.

The Asia Pacific region is the fourth most peaceful region in the world as its overall GPI score improved remarkably last year.

The survey studied 23 indicators across 158 countries, ranging from measures of civil unrest and crime to military spending, involvement in armed conflict and relations with neighbors. Aside from the deterioration in the Middle East, every other region in the world showed at least some improvement.

In Asia, despite worries over a growing arms race and geopolitical rivalry between China and the United States, the overall defense spending appeared roughly flat and conflict slightly down.

Bhutanese Buddhists call on Pakistani state minister

A 12-member delegation of Buddhist Monks from Bhutan, who are on a week-long visit to Pakistan, Wednesday called on Minister of State for Foreign Affairs Nawabzada Malik Amad Khan.

The delegation was led by Kunzang Wangdi, Chief Monk of the Central Monastic Body of Bhutan.

Bap Kesang Ambassador of Bhutan to Pakistan, resident in Dhaka, and his spouse were also part of the delegation, reports The Nation from Pakistan.

The report said, Minister of State expressed his satisfaction over the bilateral relations between Pakistan and Bhutan and highlighted the historical links that date back centuries.  He recalled the meeting between Prime Minister Gilani with Jigmi Y Thinley when the latter visited Islamabad in March 2011.

The Minister emphasized the need to further deepen people-to-people contacts, adding that to promote interfaith harmony, such visit would be welcomed by Pakistan in the future as well, added the report.

To mark the occasion, the Minister presented a replica of “Fasting Buddha” to the visitors.

It further said that the delegation will be visiting different sites of spiritual and religious significance for Buddhism in Mardan and Swat. The delegation will also visit Taxila and Lahore museums, home to historical origins of Buddhism.

Meanwhile, Kunzang Wangdi thanked the Government of Pakistan for the hospitality extended to the delegation and praised the warmth they received from the people of Pakistan.

He expressed his admiration for Pakistan to have preserved the historical Buddhist sites and for promoting visit of this nature from abroad, according to the report.

Exiled youth dies in bike accident

An exiled youth died Thursday morning during a motor bike accident in Urlabari of Morang district.

Police have identified the deceased Bhutanese youth as Jaya Bahadur Sunuwar of Beldangi-II Extension, Sector C-1, Hut No 46.

Seriously injured pillion rider, Prem Bahadur Sunuwar of Sarlahi district, was also declared dead by the Biratnagar based Neuro Hospital, informed police.

The preliminary investigation has revealed that the speedy bike met with an accident after it hit walls of a concrete bridge near Urlabari.

Bhutan proposes two water routes for transit cargoes

Bhutan has proposed two water routes for transporting transit cargoes and bilateral trade, officials said Monday.

Of the two routes, one is Chittagong-Chandpur-Mawa-Aricha-Sirajgonj-Chilmari-Doikhagua, and another is Mongla-Kawkhali-Barisal-Chandpur-Mawa-Aricha-Sirajgonj-Chilmari-Doikhagua.

Indian Dhubri port is located opposite to Doikhagua through which Bhutan will receive the transit cargo.

Officials said the Bangladesh Inland Water Transport Authority (BIWTA) is in favour of allowing Bhutan to use the two waterways for carrying its transit cargoes.

“There is scope for using the two water routes by Bhutan for bilateral trade and transit of cargoes,” the BIWTA director Mofizur Rahman last week wrote to shipping secretary Abdul Mannan Howlader.

According to his letter, the first route except Chittagong-Chandpur part and the entire second route are already included in the Bangladesh-India Protocol on Inland Water Transit and Trade (PIWTT).

He also wrote that the proposed river routes, Chittagong-Chandpur and Mongla-Chandpur parts, are the best waterways where navigability of 14 feet draft is available throughout the year.

On the other hand, during the dry season the Chandpur- Doikhagua part of the two routes have navigability of at least 6 feet draft. Ships not over 200 feet long can ply through the Sirajgonj- Doikhagua route.

Sources said the commerce ministers of Bangladesh and Bhutan will sit together in Thimphu on 14-15 June to discuss bilateral trade issues where providing transit to the Himalayan Kingdom will get priority.

A commerce ministry official told the FE Tuesday that Bangladesh and Bhutan signed a transit agreement in 1980, but it did not come into effect fully due to India’s failure to reach an agreement on giving Bhutan a corridor and to allow it to use a strip of the Indian territory.

He said: “We are positively considering letting Bhutan use Bangladesh’s territory for carrying its goods.”

“We are preparing draft of an agreement for the proposed transit. We are also examining a draft of a protocol sent by Bhutan,” he said preferring not to be named.

Currently, export and import between Bangladesh and Bhutan takes place through two LC stations — Burimari and Tamabil. Bhutan in the draft protocol has proposed allowing it to use five more LC stations- Moghalhat, Noonkhawa, Nakugaon, Haluaghat and Banglabandha.

On the other hand, Bangladesh may get transit facility through five points in Bhutan.

Bangladesh and Bhutan have nearly US$22 million annual bilateral trade. In fiscal year 2010-2011, Bangladesh exported goods worth $3.12 million while it imported goods worth $19 million from Bhutan.

Bangladesh exports readymade garments, pharmaceuticals, melamine, toilet soap, dry food, fruit juice and mineral water to Bhutan while it imports fresh fruits, paper and paper boards, crushed stones, coffee and spices.

OBCA is ready for unification: Khanal

Vice Chairman of the Organization of Bhutanese in America (OBCA), Manorath Khanal, has said that his organization is ready for unification with another national organization, Association of Bhutanese in America, if the latter accepts the offer. According to Khanal, parleys between the two national level organizations have been underway, but none of them were serious. At a time when both the organizations are convening in Phoenix of Arizona, Vidhyapati Mishra of the Bhutan News Service has talked to Khanal on OBCA’s efforts towards unification and other contemporary issues:

His excerpts:

As you are convening from June 15, how far has the preparation reached?
As the chief organizer of the third convention of our organization, I must inform the community through your media that preparations are almost completed. We are expecting some 400-800 individuals from across various states of America. We’ll definitely make this a grand event in our best capacities.

What are the convention agendas this year?
Various agendas connected to social upliftment of the resettled community are the key discussion issues in our convention. Our focus will primarily be on community supports, media, literature, culture and music, among others. The community must understand that our organization is dreaming of a vibrant Bhutanese society in America in near future.

There have been demands from everywhere that OBCA and ABA should unify as a single entity. What do you say?
Like others, I do feel that there should be a single national level organization for all Bhutanese in America. I am proud to mention here that we have been conducting regular parleys with executives of ABA for materializing a single organization out of the two. However, we have noticed some technical problems, as we have always failed to physically sit for a discussion. Even the OBCA wanted to convene with ABA in Arizona. Sadly, we are holding our conventions separately in the same place. This will definitely give a wrong message to the community. But, OBCA is always ready for unification if friends at ABA accept the principle and importance of one entity.

Indeed, forming an organization has been a bad trend in America. Even community in Phoenix opted for two organizations. With tedious efforts, finally we were able to erase one organization from its existence, giving a lesson of unification for Bhutanese everywhere.

I am of the opinion that community must support national organization, and allow it to operate its branches in various states. This will create avenues for serving the community in the best manner. We should not go for quantity. We need to hunt for quality. In actuality, a powerful national organization of the Bhutanese community in America is enough. And, this should be our motto.

What community works has OBCA been doing since its establishment?
It is difficult to say how much community works we have done so far since we lack a measuring kit. But, I must say that we have done a lot of works to make our existence meaningful in just three years. We are having a premier show of our movie Suruwat during the convention. Our Nepali-language magazine, Bhutan, reaches to some 2500 families in the U.S. We are helping people during emergences.

We have helped people find jobs, and assisted many who were kicked out from their apartments by finding some donors or support agencies. We expect to broaden our working areas. But, as a non-profit organization, we have some limitations to political activities here in the U.S.

Cuban Ambassador accredited to Bhutan

Bhutan and Cuba have taken a new step towards strengthening relations with the accreditation of the first Cuban ambassador, Abelardo Cueto, to that realm in the eastern section of the Himalayas.

The presentation of credentials to King Jigme Khesar took place Jun 6 in a colorful ceremony “where I was able to convey the warm greetings of our government and leaders to the Bhutanese authorities,” Cueto told Prensa Latina.

“At the same time,” he added, “they sent identical greetings and best wishes to Comandante Fidel Castro and President Raul Castro.

As ambassador resident in India and concurrently in Bangladesh, Cueto completed an extensive government agenda and other activities of cultural and social interest in Thimphu, the KingdomâÖs capital, between June 4 and 8.

 Bhutanese authorities offered a friendly reception and displayed considerable affection for Cuba and its Revolution.

Cuba and Bhutan established diplomatic relations last year.

UNHCR Dy High Commissioner visits Beldangi camps

The Deputy High Commissioner of the United Nations High Commissioner for Refugees (UNHCR), T. Alexander, visited Jhapa based Beldangi-II refugee camp, Wednesday.

Alexander, who is in his four-day visit to Nepal since yesterday, met representatives of both refugee and host community, Beldangi Camp Secretary Dhan Bir Subba informed.

“He inquired about the existing relationship between the two communities,” Subba told Bhutan News Service. “However, due to lack of time, we couldn’t convey him our problems in details.”

Meanwhile, mediapersons have expressed their deep concerns for not entertaining them during the joint discussion. However, the visiting Commissioner responded to media queries after the discussion.

Talking to mediapersons after the discussion, Alexander mentioned that his agency has lacked clear-cut policy on exiled Bhutanese who want to repatriate by not opting the ongoing third country resettlement program.

However, he said, the agency was equally concerned about the refugees’ desires to return home with dignity and honor.

Various locals and refugee groups have also submitted their petitions to the Deputy Commissioner, added Subba.

भुटानी शरणार्थी पुनर्वासको बृहत कार्यक्रम जारी छ । जस अन्तर्गत ६५,००० भन्दा बढि भुटानी शरणार्थीहरु लाई शिविरबाट तश्रो मुलुक स्थान्तरण गरिसकिएको छ । हाल ४८,६०० शरणार्थीहरु शिविरमा रहेकाछन् । पुनर्वास शुरु हुनु अघि यो संख्या १,०८,००० थियो । शिविरमा रहेका ४८,६०० शरणार्थीहरु मध्ये ३८,००० ले तेश्रो मुलुक पुनर्वासको निम्ति आफ्नो इच्छा जाहेर गरिसकेका छन् ।
